Business Relief During COVID-19 (Coronavirus) Update

Mayor Tommy Eschete would like to provide an update in reference to the federal stimulus package and how it impacts the businesses in Thibodaux. The recent stimulus package provides relief to local communities in many ways. If you would like to see all the sections of this bill please check the web-link below:

Specifically, the Cares Act, Small Business Interruptions section provides small business relief. It is designed to prevent layoffs and business closures while workers have to stay home during the outbreak. Companies with 500 employees or fewer that maintain their payroll during coronavirus can receive up to 8 weeks of cash-flow assistance. If employers maintain payroll, the portion of the loans used for covered payroll costs, interest on mortgage obligations, rent, and utilities would be forgiven. The intent of the CARES Act is to utilize local banks to dispense the small business loans. To find a SBA approved vendor please click the link below:

In addition to the small business relief, several federal business restrictions and limitations have been relaxed. The Tax Cuts and Jobs Act (TCJA) net operating loss rules are modified. The 80% rule is lifted, and losses can now be carried back five years. The excess loss limitation (ELL) rules for pass-through entities are suspended. The interest expense limitations are increased to 50% from 30% for tax years beginning in 2019 or 2020. Taxpayers can also elect to calculate the interest limitation for 2020 using their 2019 adjusted taxable income as the relevant base, which often will be significantly higher.

The City of Thibodaux has made changes to city services based on Governor John Bel Edwards’ most recent executive order (JBE-2020-33). In the order, the Governor referenced U.S. Department of Homeland Security- Cyber Security & Infrastructure Agency (CISA) definition of what essential means with respect to agencies and businesses. Both of those documents are on the City of Thibodaux-Emergency Preparedness website. The City of Thibodaux is using four basic questions to determine how it provides services:
- What is essential for City Departments?
- Who (City Employees) is essential to carry out the essential tasks?
- Can the City utilize a rotating employee work schedule to accomplish essential tasks?
- What are the measures the City Departments can use to minimize contact between people in completing the essential tasks?
Here are the current restrictive measures and additional measures (in red) to the City of Thibodaux services based on Governor Edwards’ executive orders:
- The City of Thibodaux offices will continue to not be accessible to the general public effective immediately and until further notice.
- Anyone needing permits, licenses, or new accounts opened will be accommodated. Please contact the respective departments for assistance and questions. (Permits: 985-446-7223; Tax & Licenses: 985-446-7221 or 985-4467207; Utilities: 985-446-7204, 985-446-7228, or 985-446-7274).
- For those needing to open a new utility account, please print the application (Residential:https://www.ci.thibodaux.la.us/forms/departments/finance/UC/Residential/Residential%20Utility%20Application.pdf; Commercial:https://www.ci.thibodaux.la.us/forms/departments/finance/UC/Commercial/Commercial%20Utility%20Application.pdf) and bring it to the drive-up.
- The Thibodaux City Council, Board of Adjustments, and Planning & Zoning meeting schedules will remain as is. Due to City building closures, the public will not be allowed at the meetings. Anyone who wishes to comment on an agenda item should submit comments via email or fax. - All Recreation programs are suspended.
- No walkers will be allowed inside the Warren J Harang Municipal Auditorium.
- The Thibodaux Senior Citizen Center will be closed until further notice.
- The Norman Swanner Dog Park will be closed until further notice.
- The Thibodaux Police Department has suspended the issuing of bartender IDs and applications.
- For COVID-19 documents, please refer to the City of Thibodaux website under the Emergency Preparedness tab.
- ALL playgrounds and courts will be closed to the public until further notice.
- The City of Thibodaux’s Summer Recreation Registrations will be closed until further notice.
- The Collection’s drive-thru located at City Hall will be closed until further notice. Payments can still be submitted online (https://www.municipalonlinepayments.com/thibodauxla), dropped off at the dropbox locations, mailed, or by utilizing other options, such as automatic bill pay.
