Narcotic Arrests Made after Traffic Stop

On February 19, 2004 at approximately 10:45 P.M., theThibodaux Police Department narcotics division arrested Corey M. Chiasson,20-year-old male of 215 Ridgeway and Roderick W. Carter, 28-year-old male of1410 Eagle Drive, both addresses in Thibodaux. The two were arrested following a routine traffic stop when narcoticsofficers, following a vehicle driven by Chiasson, made a sudden right turnwithout signaling.  The narcoticsofficer had to swerve to avoid collision with the rear of the Chiasson vehicle.

The officer stopped the Chiasson vehicle and Corey Chiassonexited and approached the officers unit.  Chiasson, almost at the front of officers unit as officer exited, questioned as to why hewas being stopped.  The officerrecognized Mr. Chiasson from a previous narcotics investigation. The officer observed that while advising Chiasson of the reason for thestop, Chiasson appeared to be extremely nervous. The officer did observe that there was one passenger seated in the rightfront seat of the vehicle.   Chiassoncontinued making glances at his vehicle while the officer was talking to him. Chiasson advised officer that he was nervous because he thought theofficer would want to search his car.

The conversation led officer to ask for permission tosearch and Chiasson refused.  Theofficer called for narcotics certified K-9, which arrived at the scene of thetraffic stop shortly after being summoned.   The passenger of the vehicle was ordered out.  He was identified as Roderick Carter.  K-9 “ Cee”, performed a search of the vehicle and alertedto an area that allowed an interior search. Once inside the vehicle, Cee again alerted to an area under the frontpassenger seat.

Other officers arrived and assisted in a search of thevehicle which yielded a discovery of fifteen plastic bags containing suspectedmarijuana and one, partially smoked, marijuana “blunt”.

Chiasson and Carter were handcuffed and arrested andbrought to the police station where they were questioned.  This questioning resulted in Carter being charged withpossession with intent to distribute marijuana and Chiasson with principal topossession with intent to distribute marijuana, possession of marijuana andimproper turning.  Chiasson andCarter remain at the Lafourche parish Detention Center where they are each heldon twenty thousand dollar bonds.

The suspected marijuana tested positive using a field testkit.  The tested marijuana wasweighed and found to be forty-nine and a half grams.  This and the “blunt” cigar were labeled and entered into evidence. These items will be sent, for additional testing, to the Louisiana StatePolice Crime lab.
