            JUNE 21, 2005
     

            

The City Council of the City of Thibodaux assembled in regular session at its regular meeting place, City Hall, 310 West 2nd Street, Thibodaux, Louisiana, on Tuesday, June 21, 2005 at 5:00 o’clock P.M.

 

            There were present:  Councilmen Winston, Mire and Dee Richard.

 

            Councilmen Swanner and Gene Richard were absent.

 

            There were also present:  Mayor Charles Caillouet and Germaine Jackson.

 

            The minutes of the June 7, 2005 Council meeting were approved as written.

           

            Councilman Dee Richard requested that the Council discuss the status of the recent amendment to the City’s sign ordinance relative to on-site advertising.  He is concerned with the enforcement of the new regulations that became effective on June 4, 2005, and has received complaints about the enforcement from a business owner.

 

            Mr. Gary Brupbach addressed the Council with questions and concerns about the enforcement of the sign ordinance by the City Inspector’s Office.  He feels that it is being enforced on some businesses and not others.  He would like to receive answers to his written requests from the City Inspector’s Office or would like the Council to consider any changes to the ordinance that could remedy the enforcement problem.

 

            After a review of the terms of various City Board members it is apparent that two board members terms will expire soon.  Mr. Malcolm Hodnett’s term on the Board of Adjustments will expire on July 7, 2005.  Councilman Dee Richard will submit a nomination for this position at the July 5, 2005 City Council meeting.

 

            Also, the term of Mr. Daryl Talbot on the Thibodaux Recreation Board expired on June 17, 2005.  Councilman Swanner will submit a nomination for this position at the July 5, 2005 City Council meeting.

 

            Councilman Mire introduced an ordinance authorizing the Mayor to execute a Contractual Agreement with the Lafourche Council on Aging.  The public hearing on this ordinance will be held at the July 5, 2005 City Council meeting.

 

            Due to the resignation of Mr. Brendan McEntee from the Thibodaux Recreation Board, it is necessary for the Mayor to submit a nomination to fill the vacancy on the board.  The Mayor has submitted the nomination of Mr. Carlous Kline to the Recreation Board and his term will expire on June 17, 2005.

 

            On motion of Councilman Mire, seconded by Councilman Winston, the Council voted to adopt a resolution approving the appointment of Mr. Carlous Kline to the Thibodaux Recreation Board. Upon roll call the vote was as follows:

 

            YEAS: Councilmen Winston, Mire and D. Richard

            NAYS: None

            ABSENT: Councilmen Swanner and G. Richard

 

 

 

 

RESOLUTION NO.  1128

 

            BE IT RESOLVED by the City Council of the City of Thibodaux in regular session assembled, that:

 

            WHEREAS, the Thibodaux Recreation Board is comprised of seven members; five (5) appointed by the City Council members and two (2) appointed by the Mayor; and

 

            WHEREAS, the board member Mr. Brendan McEntee has resigned his position on the said board; and

 

WHEREAS, Mayor Caillouet wishes to appoint Mr. Carlous D. Kline to fill the vacancy created by Mr. McEntee’s resignation in accordance with the provisions of Section 14-3 of the Thibodaux Code of Ordinances.

 

            NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Thibodaux that in accordance with the provisions of section 14-3 of the Thibodaux City Code of Ordinances, the following individual is hereby appointed to serve on the Thibodaux Recreation Board for the term designated:

            The City entered into a Cooperative Endeavor Agreement with the Bayou Children’s Museum.  The Mayor wishes to supplement the original agreement by providing an additional $10,000 for services to be rendered to the City and area educators.

 

            Councilman Winston asked what progress has been made to fulfill the original agreement that the City entered into, and how long will it be before we see construction of the museum begin.  Ms. Diane Frost stated that they are looking at several sites for the construction and that they would let the City know as soon as a site was chosen.

 

            On motion of Councilman Mire, seconded by Councilman Winston, the Council voted to adopt an ordinance authorizing the Mayor to execute a supplemental cooperative endeavor agreement with Bayou Country Children’s museum.  Upon roll call the vote was as follows:

 

            YEAS: Councilmen Winston, Mire and D. Richard

            NAYS: None

            ABSENT: Councilmen Swanner and G. Richard

 

 

 

 

ORDINANCE NO. 2252

 

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A SUPPLEMENT COOPERATIVE ENDEAVOR AGREEMENT WITH THE BAYOU CHILDREN’S MUSEUM

 

            BE IT ORDAINED by the City Council of the City of Thibodaux in regular session assembled, that:

 

            WHEREAS, the Bayou Country Children’s Museum is being created to promote and develop educational and recreational services to the children of the City of Thibodaux; and

 

            WHEREAS, the City desires to provide funding to the Bayou Country Children’s Museum in addition to its original funding of $35,000 order to assist the Museum in providing educational and recreational services to its citizens; and

 

            WHEREAS, the City desires to provide a supplemental amount not to exceed $10,000 payable on or before December 31, 2005; and

 

            WHEREAS, in order for the City to provide the said funding, it is necessary to execute a supplemental cooperative endeavor agreement outlining the benefits to be received by the City of Thibodaux in exchange for the said funding; and

 

            WHEREAS, in order for the City to execute this proposed agreement it is necessary for the Council to authorize the Mayor to execute the said supplemental cooperative endeavor agreement.

 

            NOW, THEREFORE BE IT ORDAINED by the City Council that the Mayor is hereby authorized to execute a Supplemental Cooperative Endeavor Agreement with the Bayou Country Children’s Museum for the purposes, and under the conditions mentioned hereinabove.

 

            BE IT FURTHER ORDAINED that a copy of the said agreement is attached hereto as Exhibit “A” and thereby made a part hereof.

 

            The above ordinance having been submitted to a vote, the vote thereon was as follows:

 

            YEAS: Councilmen Winston, Mire and D. Richard

            NAYS: None

            ABSTAINED: None

            ABSENT: Councilmen Swanner and Gene Richard
