            MARCH 21, 2005
     

            

The City Council of the City of Thibodaux assembled in special session at its regular meeting place, City Hall, 310 West 2nd Street, Thibodaux, Louisiana, on Monday, March 21, 2005 at 10:00 o’clock A.M.

 

            There were present:  Councilmen Swanner, G. Richard, Winston, Mire and Dee Richard.

 

            There were also present:  Mayor Charles Caillouet and Germaine Jackson.

 

            The minutes of the March 15, 2005 Council meeting were approved as written.

           

            Councilman Mire introduced an ordinance authorizing the Mayor to execute a Cooperative Endeavor Agreement with South Central Planning & Development Commission for pictometry of the City of Thibodaux.  The public hearing on this ordinance will be held at the April 5, 2005 City Council meeting.

           

            The Council adopted a resolution by acclamation commending the E.D. White Catholic High School Varsity Basketball Team for their accomplishments in the LHSAA State basketball Tournament.  The Council President and the Mayor also presented each team member with a certificate of achievement.

 

 

RESOLUTION NO. 1108

 

    BE IT RESOLVED by the City Council of the City of Thibodaux in regular session assembled, that:

 

    WHEREAS, the E.D. White Catholic High School Boys Varsity Basketball Team advanced to the 2005 LHSAA Class 3A Playoffs; and 

           

    WHEREAS, the said team progressed through the playoffs and reached the Quarterfinals of the Class 3A state tournament; and

 

    WHEREAS, it has taken a tremendous amount of diligent work, dedication and support from the entire team, coaching staff, students, and parents to accomplish such a feat; and

 

    WHEREAS, all those associated with the aforesaid team have brought a sense of pride and camaraderie to our community and its citizens.

 

    NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Thibodaux does hereby commend Head Coach Jonathan Keife, his assistants and the entire E.D. White Catholic High School Boys Varsity Basketball Team on its title of 2005 Quarterfinalist of the Class 3A LHSAA State Tournament.

 

     The above resolution having been submitted to a vote, the vote thereon was as follows:

 

YEAS: Councilmen Swanner, G. Richard, Winston, Mire and D. Richard

 NAYS:   None

ABSENT:  None

ABSTAINED: None

 

     And the above resolution was declared adopted this 21st day of March 2005.

    WHEREAS, all those associated with the aforesaid team have brought a sense of pride and camaraderie to our community and its citizens.

 

    NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Thibodaux does hereby commend Head Coach Barry Filce, his assistants and the entire Thibodaux High School Boys Varsity Basketball Team on its title of 2005 Class 5A State Runner-Ups.

            Councilman Dee Richard requested that the Council discuss a possible amendment to the punitive section of the Noise Ordinance (Section 13-5.5) and request that the City Attorney review a proposed amendment for introduction at a future meeting.

 

            The Chief of Police made a power point presentation concerning activities and projects in the police Department during the last quarter of 2004.

 

            The Council voted at their March 15, 2005 meeting to table the vote on a resolution approving the adjustments to the Civil Service Salary Ranges for the years 2005 and 2006 until their March 21, 2005 special meeting.  This item was tabled in order for the Council Administrator to inquire from Waters Consulting Group more information regarding how the recommended adjustments were derived.

 

            The Council Administrator explained that the market increases stated in the recommendation from Waters were derived from a “current snapshot” in time.  It was further explained to him that most Cities with a progressive pay plan typically review employees’ pay on an annual basis.  However, the market pay levels move continuously throughout the year.  The City can remain competitive with the market throughout the year by utilizing a “Lead-Lag” approach to adjusting salary ranges.  This approach provides for salary ranges to lead the market in the beginning of the year and lag the market at the end of the year.

 

            On motion of Councilman mire, seconded by Councilman Gene Richard the Council voted to adopt a resolution approving the Adjustment of the salary ranges for the years 2005 and 2006.  Upon roll call the vote was as follows:

 

            YEAS: Councilmen G. Richard, Winston, Mire and D. Richard

            NAYS: Councilman Swanner

            ABSENT: None

 

RESOLUTION NO. 1109

 

 

BE IT RESOLVED by the City Council of the City of Thibodaux in regular session assembled, that:

 

WHEREAS, in accordance with the Pay Plan of the Thibodaux Municipal Civil Service the pay ranges must be evaluated and adjusted on an annual basis; and

 

WHEREAS, Waters Consulting Group was requested to provide a recommendation for an adjustment for the said ranges which would be effective January 1, 2006; and

 

WHEREAS, the recommended total adjustment forwarded by the said consulting firm for the years 2005 and 2006 is 4.55%; and

 

WHEREAS, the Civil Service Board does concur with the recommendation and itself recommends that the City Council approve an amended pay plan to reflect an adjustment not to exceed 4.55%; and

 

WHEREAS, in accordance with Civil Service Rules and Regulations, any adjustment to the pay plan must also be approved by the City Council.

 

NOW, THEREFORE BE IT RESOLVED that the City Council does hereby approve the recommendation of the Civil Service Board and hereby enacts a 4.55% percent adjustment to the Civil Service Salary Ranges effective the beginning of the first pay period of January 2006.

 

The above resolution having been submitted to a vote, the vote thereon was as follows:
