JANUARY 4, 2005
The City Council of the City of Thibodaux assembled
in regular session at its regular meeting place, City Hall, 310 West 2nd
Street, Thibodaux, Louisiana, on Tuesday, January 4, 2005 at 5:00
There were present: Councilmen
Swanner, Gene Richard, Winston, Mire and Dee Richard.
There were also present: Mayor
Charles Caillouet and Germaine Jackson.
The minutes of the December 21, 2004 Council meeting were
approved as written.
The State Department of Transportation and Development (DOTD) has
approved the creation of a couplet system in the City of Thibodaux along
LA 1 and LA 308. While
studying the feasibility of a couplet system, it was determined by DOTD
that the construction of two (2) bridges across Bayou Lafourche would be
required to make the couplet system functional.
The Mayor has received some indication that DOTD might be
planning to implement the couplet system prior to the construction of
the two bridges. Based on
the input given by the City and other agencies during the public hearing
process on the couplet system; this would not be acceptable.
The Mayor is requesting that the City Council consider the
adoption of a resolution committing support for the couplet system, but
contingent upon the fact that the system will not be implemented until
the new bridges are constructed.
Councilman Gene Richard asked for a brief refresher on where we
stand on the couplet issue. The
Council Administrator explained that this started ten (10) years ago
because of the traffic problems on St. Mary (LA HWY 1).
The City requested that the State consider constructing a center
turn lane on St. Mary to ease traffic congestion, and the State
conducted studies in that area and decided that a couplet system would
be a better choice to ease traffic problems throughout the City for the
Mr. Ronnie Clement of 100 Belmont Drive stated that he supports
the couplet system in the City Of Thibodaux.
He encouraged the City Council to really consider supporting this
because he feels that this is the only way to ease traffic congestion in
the City of Thibodaux.
Councilman Swanner stated that we could also look at alternatives
to the two new bridges, such as improvements to the existing bridges to
add turn lanes so that the bridges could accommodate more traffic flow.
Councilman Gene Richard suggested that the Council not take any
action tonight and requested that the Mayor contact Representative
Warren Triche and Senator Joel Chiasson and invite them to attend the
next Council meeting in order to discuss any options that the City may
have in this project so that the Council can draft a resolution that
they feel will be the most beneficial to the entire City.
The Mayor stated that he would contact Mr. Triche and Mr.
Chiasson and ask them to attend the January 18, 2005 City Council
The proposed resolution supporting the couplet system in the City
of Thibodaux died for lack of a motion.
A public hearing was then held on an ordinance authorizing the
execution of a Cooperative Endeavor Agreement with the Thibodaux Chamber
The Chamber of Commerce provides many services to the City
relative to the promotion of tourism and economic development in the
City of Thibodaux. The
Mayor wishes to assist the Chamber in their promotion of our City by
providing funding in the amount of $10,000 to offset expenses incurred
by the Chamber over a two-year period.
In order for the City to contribute the funding to the Chamber,
it is necessary for the City to enter into a cooperative endeavor
agreement with the organization so as to define the conditions under
which the funding will be utilized.
It is also necessary to amend the proposed agreement as
introduced due to the first payment date needing to be changed from
“first payment due to be paid prior to December 31, 2004” to
“first payment due to be paid prior to January 31, 2005”.
On motion of Councilman Swanner, seconded by Councilman Gene
Richard, the Council voted to amend the ordinance and agreement for the
first payment to be made prior to January 31, 2005.
Upon roll call the vote was as follows:

On motion of Councilman
Swanner, seconded by Councilman Gene Richard, the Council vote to adopt
an ordinance authorizing the Mayor to execute a Cooperative Endeavor
Agreement with the Thibodaux Chamber of Commerce as amended.

AUTHORIZING THE MAYOR TO EXECUTE A COOPERATIVE ENDEAVOR AGREEMENT WITH
THE THIBODAUX CHAMBER OF COMMERCE
IT ORDAINED by the City Council of the City of Thibodaux in regular
session assembled, that:
WHEREAS, the Thibodaux Chamber of Commerce actively
promotes tourism and economic development within the City of Thibodaux;
the City desires to provide funding to the Thibodaux Chamber of Commerce
for the invaluable service it provides the City in the aforesaid arenas;
WHEREAS, the City desires to provide an amount not to
exceed $10,000 for a two year period with $5,000 payable on or before
January 31, 2005 and the balance of $5,000 payable on or before December
31, 2005; and
WHEREAS, in order for the City to provide the said
funding, it is necessary to execute a cooperative endeavor agreement
outlining the benefits to be received by the City of Thibodaux in
exchange for the said funding; and
WHEREAS, in order for the City to execute this proposed
agreement it is necessary for the Council to authorize the Mayor to
execute the said cooperative endeavor agreement.
NOW, THEREFORE BE IT ORDAINED by the City Council that the
Mayor is hereby authorized to execute a Cooperative Endeavor Agreement
with the Thibodaux Chamber of Commerce for the purposes, and under the
conditions mentioned hereinabove.
BE IT FURTHER ORDAINED that a copy of the said agreement
is attached hereto as Exhibit “A” and thereby made a part hereof.
The above ordinance having been submitted to a vote, the vote
thereon was as follows:
Councilmen Swanner, G. Richard, Winston, Mire and D. Richard
And the above ordinance was declared adopted this 4th day of
