OFFICIAL MINUTES OF THE CITY COUNCIL
CITY OF THIBODAUX
CITY HALL
THIBODAUX, LOUISIANA
              NOVEMBER 30, 2004
          

           

The City Council of the City of Thibodaux assembled in special session at its regular meeting place, City Hall, 310 West 2nd Street, Thibodaux, Louisiana, on Tuesday, November 30, 2004 at 5:00 o’clock P.M.

 

            There were present:  Councilmen Swanner, Gene Richard, Winston, Dee Richard and Mire.

 

            There were also present:  Mayor Charles Caillouet and Deborah Daigle, Finance Director.

 

            The Council President asked each Councilman to present any questions or amendments to the budget in order of their districts.

 

            Councilman Swanner for District “A” stated that he is pleased with the budget as is.  He has spoken to the Mayor about more funding for youth and adult recreational activities, and is please with the amount proposed by the Mayor therefore he has no amendments.

 

            Councilman Gene Richard for District “B” stated that all of his questions had been answered by the Administration he has no further questions or amendments.

 

            Councilman Winston for District “C” stated that he had two amendments he would like to propose.  His first amendment was to increase line item 16-151-789-33 to $15,000 in order to have a master plan drafted for Martin Luther King Park and the recreational building at that park. 

 

Councilman Winston’s second amendment was to increase line item 14-143-784-27 by $25,000 for a total of $65,000 in order to have sidewalks constructed on Sanders Street between Back Street and Iris Street.  After discussing this amendment with the Finance Director, Councilman Winston withdrew this amendment with the understanding that a line item adjustment would be made to reduce the line item for street improvements by $25,000 and increase the line item for sidewalks by $25,000.  This type of adjustment can be made administratively and does not require any Council action.

 

            Councilman Dee Richard for District “D” stated that he had most of his questions answered by the Mayor and Finance Director and he is overall pleased with the budget.  He has two amendments that he would like to propose.  His first amendment is to increase line item 01-131-759-50 to 10,000 for spaying and neutering of animals.

 

            Councilman Dee Richard’s second amendment was to increase line item 16-153-784-51 to $25,000 for basketball equipment at Chiasson Park.

 

            Councilman Mire for District “E” stated that he also met with the Mayor and had received answers to his questions.  He is overall pleased with the budget and has no amendments.

 

            On motion of Councilman Dee Richard, seconded by Councilman Winston the Council voted to accept amendment No. 1 to increase line item 01-131-759-50 to $10,000.  Upon roll call the vote was as follows:

 

            YEAS: Councilmen Swanner, G. Richard, Winston, D. Richard and Mire

            NAYS: None

            ABSENT: None

 

            On motion of Councilman Winston, seconded by Councilman Dee Richard, the Council voted to accept amendment no. 2 to increase line item 16-151-789-33 to $15,000.  Upon roll call the vote was as follows:

 

            YEAS: Councilmen Swanner, G. Richard, Winston, D. Richard and Mire

            NAYS: None

            ABSENT: None

 

            On motion of Councilman Dee Richard, seconded by Councilman Winston, the Council voted to accept amendment no. 3 to increase line item 16-153-784-51 to $25,000.  Upon roll call the vote was as follows:

 

            YEAS: Councilmen Swanner, G. Richard, Winston, D. Richard and Mire

            NAYS: None

            ABSENT: None

 

            On motion of Councilman Gene Richard, seconded by Councilman Dee Richard the Council vote to adopt the Appropriation Ordinance for the year 2005 as amended.  Upon roll call the vote was as follows:

 

            YEAS:  Councilmen Swanner. G. Richard, Winston, D. Richard and Mire

            NAYS: None

            ABSENT: None

 

ORDINANCE NO. 2230

 

 

APPROPRIATION ORDINANCE FOR THE YEAR 2005

 

 

BE IT ORDAINED by the City Council of the City of Thibodaux in regular session assembled, that:

 

            WHEREAS, Section 1B of Article VI of the Thibodaux City Charter reads in part as follows:

"Part III shall contain the proposed complete drafts of the appropriation ordinance, the tax levying ordinance and any other ordinance required to adopt the budget."

 

NOW, THEREFORE BE IT ORDAINED that in accordance with Section 1 of Article VI of the Thibodaux City Charter, the 2005 Budget shall contain appropriations of the expenditures listed on Exhibit "A" (Budget Document) which is attached to this ordinance and made a part hereof.

 

BE IT FURTHER ORDAINED that the adoption of the foregoing appropriations is exclusive of the 5.81 Mill General Alimony tax which is authorized to be levied under the law and also exclusive of the 3.00 Mill Street Maintenance tax and the 2.00 Mill Fire Department Maintenance tax.

 

The Assessment Rolls show the taxable assessment of the corporation of the City of Thibodaux for the year of 2004 to be $65,557,840.

 

The above ordinance having been submitted to a vote, the vote thereon was as follows:

 

YEAS:  Councilmen Swanner, G. Richard, Winston, D. Richard and Mire

            NAYS:  None

            ABSTAINED: None

            ABSENT:  None

 

           And the above ordinance was declared adopted this 30th day of November 2004
